I am a great believer in the principle of transparency as an element of good governance. Every year since I became a congressman, I report to my constituency all the projects I have implemented in every town by putting up a large billboard which enumerates my accomplishments for the year. I found it very effective since I do not have the opportunity to report this unlike local chief executives who have their annual State of the City or Municipality Address.

Shortly after I began my first term as Congressman of the Fourth District (now the Fifth District in the new reclassification), I have made it my own personal mission and crusade to help uplift the plight of my fellow Bicolanos, particularly those in the Rinconada area which form part of my general constituency.

Liberal Party volunteers in the fourth district of Camarines Sur (Partido Area), declared their support for the Lakas-Kampi-CMD gubernatorial standard bearer, Cong. Felix "Nancing" R. Alfelor, Jr., in a meeting conducted last Sunday, April 18, 2010 in Goa, Camarines Sur.

Volunteers, who are part of the 500 strong who attended for the 4th District of the province, who were interviewed said that this is because of Alfelor's anti-corruption and pro-poor platform of government.

Alfelor Warns Against Dirty Tactics, Black Props

As the election campaign period is nearing the end game, LAKAS-KAMPI-CMD gubernatorial candidate warns the public against dirty tactics and black propaganda.

"I would like to warn the public, especially my supporters that as we approach election day, that lies will be said against me. It is quite customary during elections that as we get near the election day itself, the enemy camp starts propagating black propaganda that aims to derail the leading candidate." Alfelor said.

In the midst of all these news of defections from the ruling party, LAKAS-KAMPI-CMD, gubernatorial candidate Cong. Felix R. Alfelor, Jr. remains steadfast on staying with his party.

"I am staying with LAKAS-KAMPI-CMD." Said Cong. Alfelor in an interview. "I don't believe all these events unfolding in national politics will affect our standing here in the province of Camarines Sur." The congressman added.

Referring to the LAKAS stronghold in the 1st, 2nd, and 5th districts in the province, Alfelor is confident that Gilbert "Gibo" Teodoro, the party standard bearer, will get a large lead against Villar and Aquino.

"All of our local leaders in the 1st and 2nd districts are incumbent Mayors and Gibo is strongly supported by their district leaders." Alfelor added. Rolando "Nonoy" Andaya, is running for Congress in the 1st District and Dato Arroyo is the incumbent Congressman of the 2nd district. Alfelor is the incumbent Congressman of the 5th district of the province.

All Systems Go for Gibo Camarines Sur Campaign

Cong. Felix "Nancing" Alfelor, Jr. declared that it is all systems go for the Camarines Sur leg of presidentiable Gibert "Gibo" Teodoro's campaign.

"We are ready and prepared for his visit and we will show him that the whole Lakas-Kampi-CMD machinery of the province is behind him." Alfelor said in an interview. This is in the midst of rumors and speculations that Teodoro will be withdrawing from the race and that the party is starting to break up.

This week, we pause for a while from our busy lives. Some used to time to be with family. Others recharged with a well-deserved vacation. While others used the time to reflect on what can be done to become better persons.

Whatever is our choice, let us all remember what our Lord has sacrificed and given up to save humanity. We are all then called to emulate Him and give justice to His sacrifice by living a life of service.

Alfelor Supports Free Irrigation to Farmers

"I will continue to support the agricultural community of Camarines Sur by aiming to make irrigation free to farmers of the province." This is a statement made by Cong. Felix R. Alfelor, Jr. while speaking to various farmers' organizations and cooperatives in a meeting last week.

Emphasizing that the only way to help the agricultural economy of the province is to make production costs at a minimum, he stated that he will start by aiming at freeing farmers from the high cost of irrigating their fields.

He also shared that in his three terms as Representative of the 5th District of Camarines Sur, he has pushed this through House Bill No.1993 entitled "AN ACT PROVIDING GOVERNMENT SUBSIDY TO FARMERS' IRRIGATION FEES, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 3601 AS AMENDED FOR OTHER PURPOSES" which makes irrigation fees practically free for farmers.

3-Term Congressman Felix "Nancing" Alfelor congratulates Iriga City Mayor Madel Y. Alfelor-Gazmen on receiving the 2010 Communication Excellence in Organizations (CEO) EXCEL AWARD given by the International Association of Business Communications (IABC).

The IABC Philippines Websites states that the "Communication Excellence in Organizations" or CEO EXCEL Awards is a recognition given annually by IABC Philippines to Chief Executive Officers, Presidents or top-level executives of companies and organizations for their skillful use of communication strategies and tools to achieve business, environment or social development goals.

Alfelor to Begin Development of Caramoan Peninsula if Elected

"I will begin the development of the Caramoan Peninsula in my first 100 days." Cong. Felix R. Alfelor, Jr. said while speaking before Lakas-Kampi-CMD Leaders in Goa, Camarines Sur on his plans if he wins the gubernatorial race this coming elections.

Referring to the sad state of the roads in the Partido area, Cong. Alfelor, the Lakas-Kampi-CMD standard bearer for the gubernatorial race in Camarines Sur, noted the apparent apathy of local leaders to the plight of those who reside in the towns of Presentacion, Siruma, Caramoan and Garchitorena.

Alfelor to Put Up Governor’s Satellite Offices in All Districts in Camarines Sur if Elected

True to his leadership style which adopts availability, visibility and accessibility to public service, Alfelor said that he will put up Governor's Satellite Offices in all District in Camarines Sur.

"I will put up offices in Goa for the 4th District, Naga for the 3rd District, Sipocot to address the needs of the 2nd District and even in Del Gallego to address the needs of our 1st District constituents." Alfelor said in answer to questions on whether he will continue his very effective and popular People's Day in the 5th District if he wins in this year's elections.

Alfelor, a three-term Congressman, owes his popularity in his district to the weekly People's Day in his District Office which addresses immediate problems of his constituents in education, health, agriculture, and infrastructure.

Alfelor, Co-Author of SSS Condonation Law

Employers all over the country expressed their gratitude to the legislators who were instrumental in the enactment of RA 9903 or the SSS Condonation Law of 2009 as the full implementation of the law goes full swing.

The law was passed and approved on the part of the House of Representatives under the Committee on Government Enterprises and Privatization where Rep. Felix R. Alfelor, Jr., the three-termer Congressman of the 5th District of Camarines Sur, is the Chairman. Alfelor is a co-author of the law.

"We worked to pass the law taking into consideration the plight of the small entrepreneurs who were greatly affected by the economic crisis that is felt all over the world." Alfelor said in an interview. The law is envisioned to benefit 164,111 delinquent employers with P94-Billion worth of receivables to the SSS.

Alfelor to Revive Provincial Development Council

"The Provincial Development Council is an important tool for the progress of the province of Camarines Sur, therefore I will revive it to ensure that all sectors of society have a voice in the improvement of the province." Cong. Felix R. Alfelor, Jr., the Lakas-Kampi-CMD standard bearer for the Camarines Sur gubernatorial race said in a statement to multi-sectoral groups.

Talking about good governance to multi-sectoral groups, Alfelor, the three-term Congressman of the Rinconada District, added that the Provincial Development Council is a useful tool in ensuring that the provincial government is acting in alignment with the needs of its constituents.

Alfelor Sticks with LAKAS-KAMPI-CMD, Supports Gibo Teodoro for President

This is the statement given by incumbent Cong. Felix "Nancing" R. Alfelor, Jr. in a press conference conducted today amidst rumors that he is supporting Liberal Party Standard Bearer Benigno "Noynoy" Aquino, III.

The rumors started when the Liberal Party Candidates in the local scene expressed support for the candidacy of Cong. Alfelor for Governor of the province of Camarines Sur. The Liberal Party has no standard bearer for the post.
