Alfelor, Co-Author of SSS Condonation Law

Monday, March 15th, 2010 The law was passed and approved on the part of the House of Representatives under the Committee on Government Enterprises and Privatization where Rep. Felix R. Alfelor, Jr., the three-termer Congressman of the 5th District of Camarines Sur, is the Chairman. Alfelor is a co-author of the law.
"We worked to pass the law taking into consideration the plight of the small entrepreneurs who were greatly affected by the economic crisis that is felt all over the world." Alfelor said in an interview. The law is envisioned to benefit 164,111 delinquent employers with P94-Billion worth of receivables to the SSS.
"This will help the country's economy because it ensures that the capital and revenues of entrepreneurs will be directed towards growing their business instead of using it to pay for their penalties in their accounts with SSS." Alfelor added. Under the law, delinquent employers may remit a down payment of at least 5 percent of the total contribution delinquency and pay the remaining balance in equal monthly installments within a period of 48 months or four years.
The law also provides that cases filed against the employer shall be withdrawn without prejudice to the refiling of the case in the event the employer fails to remit in full the required delinquent contributions.
"I know the plight of the small and medium entrepreneur because I am an entrepreneur myself." Alfelor was a banker and a businessman founding 35 different businesses before he started his career as a legislator.
The law was passed into law by President Gloria Macapal-Arroyo last January 07, 2010 in Laguna.
