Summary of the Total Amount of Projects Implemented for C/Y 2001-2009
I am a great believer in the principle of transparency as an element of good governance. Every year since I became a congressman, I report to my constituency all the projects I have implemented in every town by putting up a large billboard which enumerates my accomplishments for the year. I found it very effective since I do not have the opportunity to report this unlike local chief executives who have their annual State of the City or Municipality Address.
It is in this same spirit that I am briefly reporting, although in summary only, the amount of projects that I have implemented which is as follows:
1. Projects Implemented by the DPWH P3,778,584,812.45
*These includes all the road networks, school buildings, multi-purpose buildings and the like that I have implemented in partnership with the DPWH
2. Livelihood Projects 29,560,000.00
3. Medical Assistance 11,550,000.00
4. Educational Assistance 66,600,000.00
*These are the scholarships that I give from P2,000 to P5,000 per student who are studying post-secondary courses.
5. Rice Assistance 2,961,250.00
6. Water System Projects 2,000,000.00
*This only includes jetmatic pumps the office have distributed to communities which have no potable water supply. Barangay Water Systems are included in the projects implemented by DPWH.
7. Medical and Dental Missions 1,095,730.00
TOTAL P 3,892,351,792.45
This amount should be seen and read with the iknowledge that each congressman is alotted a PDAF or otherwise known as pork barrel of P70,000,000.00 per year. If we multiply that for nine years that is only P630,000,000.00. But through my networking and linkages with different government agencies, I was able to solicit funds for my District to be able to implement projects which I have long been envisioning. This shows my sincere dedication to my work as a public servant and I believe that every public official is duty bound to serve with utmost diligence in order to deliver basic services to a larger constituency.
I believe that despite the dismal state of financial affairs that our province is facing, I have the experience, knowledge, integrity and courage to make the Provincial Government of Camarines Sur significant to its people again.
The Platform of Governance of Hon. Felix "Nancing" Rigoroso Alfelor, Jr.
The following is a shortlist of goals and advocacies that I would like to work on once elected as Governor of the province of Camarines Sur:
1. Full implementation of the Bicol River Basin development project to resolve the recurrent flooding in the Basin area.
*It is notable that in Iriga City, through the cooperation and partnership with the administration of Mayor Madel Alfelor-Gazmen, we were able to alleviate the problem of flooding in the city center. The implementation of the project came in time as our environment made a turn for the worse as the effects of climate change is starting to be felt even in our beloved Iriga. If we did not act on time, I could just imagine that the effects of the land slide in San Nicolas, a couple of years ago would have been more disastrous. I have already been working on this problem as early as 2001 when I first became Congressman of the Rinconada District.
2. Construction of a circumferential road hugging the coastal areas all around the Caramoan Peninsula.
*As I started to do my rounds in the whole province, I have noticed that the most pressing concern of the people of the Caramoan Peninsula which includes the towns of Caramoan, Garchitorena, Presentacion (Parubcan) and even parts of Lagonoy is the dismal state of the transportation infrastructure in the area. Talking about economic development is difficult if the basic infrastructures are not in place and the construction of a road that will facilitate the exchange of goods and services is absent. It is however significant to mention that the Siruma-Tinambac Road and the Lagonoy-Presentacion Road had been priority concerns of the Regional Development Council of Region V but has never been implemented.
3. Selective, well-studied and economically friendly exploration of the natural resources of the province especially in the Caramoan Peninsula.
4. Identify the specialization of each town or city be it agricultural, or industrial products or services. promote the said specialization among the populace of the said locality and fully support the specialized undertaking in terms of its technological, financial and implementation needs.
5. Complete construction of the Gov. Felix O. Alfelor, Sr. Highway created under Republic Act 9686 stretching from Hanawan, Ocampo, Camarines Suyr to Malinao, Albay.
6. Complete the construction of the San Fernando By-Pass Road starting from Libon, Albay up to San Fernando, Camarines Sur.
7. Complete the construction of the Pantao Port to Pasacao Port Coastal Road Network to connect two vital sea ports facing the China Sea.
8. Workout with the National Government the revival of the Philippine National Railway up to Legazpi, Albay and its extension to Matnog, Sorsogon to connect with the Visayan Region.
9. Identify all the important tourist destinations in the province, promote and develop them and above all provide an easy access to the said areas by streamlining the road networks and sea ports leading to the said resorts and making them available to both local and foreign tourists.
10. Inspire, promote and maintain an honest transparent and accountable local governance all throughout the province at all times.
11. Paving of Major and Strategic road networks in Camarines Sur specially the:
a. Tinambac to Siruma Road
b. Tinambac to Tamban Road
c. Lagonoy to San Vicente, Caramoan Road
d. Presentacion to Garchitorena throughfare
e. All other strategic road networks all over the five districts of the province in coordination with their respective congressman and LGU executives.
12. Conservation of the Lago Del Rey and CWC into a free-flowing gravity-driven water system by tapping the abundant water of Mt. Isarog by constructing an adequate, safe, and secure reservoir to contain sufficient water supply, then flowing it by gravity through an embedded plastic conduit to the two water resorts and letting it out to a deep gorge formed by a nearby river thus providing safe and clean water to the resort and avoiding having to pump it in and out regularly which is enormously expensive.
13. Providing sufficient funding for the continuous, efficient, substantive operation of all district hospitals in the province as much as possilbe in all aspects of its operation specially its medical facilities, medicines, manpower, and the expansion of its facilities as the need arises.
